Mix everything except oil in a mixing bowl.
Add enough water to make a batter of medium consistency.
Heat oil till the point a smoke starts to appear.
Reduce the heat slightly and check by dropping small spoonful of the batter if the batter remains together fry other chawal ke pakore similarly.
Otherwise add 1-2 tablespoon of besan/gramflour and deep fry all the fritters or Chawal ke pakore.
Serve hot with some fried green chilli (optional), ketchup or green chutney.
